Payment transaction can be initiated even when base currency rule is not maintained in approval rule.

EXPECTED BEHAVIOR

Payment transaction should not be initiated if base currency rule is not maintained in approval rule.

STEPS
-----------------------
The issue can be reproduced with following steps:


Prerequisite example:
Base currency: AED
Transaction Currency: GBP
Currency Maintained in Approval Rule: KYD

1. Login via maker. Initiate Payment Transfer with GBP currency.
