Beneficiary Address Field Length in Handoff File Is Not in Sync with Pain File Format for Domestic and International File Upload (Doc ID 2972210.1)

Symptoms

ACTUAL BEHAVIOR
---------------
For Domestic and international Bulk Files, Beneficiary address details field length in handoff file is not in sync with pain file format(Handoff file has max field length 70, pain file allows max field length 35), due to which file processing fails in Oracle Banking Payments (OBPM) with following error:
PA-TXP-107 org.xml.sax.SAXParseException; lineNumber: 73; columnNumber: 48; cvc-maxLength-valid: Value 'InDetailsssssssssssssssssssssssssss35' with length = '37' is not facet-valid with respect to maxLength '35' for type 'Max35Text'



STEPS

The issue can be reproduced at will with the following steps:
1. Login to the application
2. Navigate to File Uploads-->Upload File(Domestic and International)
3. Check the handoff file generated
