In Multi BC Issuance -> Function Code is passed NULL in EXTACC call from OBBRN to FCUBS

EXPECTED BEHAVIOR
-----------------------
Function code should be passed in EXTACC call from OBBRN to FCUBS in Multi BC Issuance

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform Multi BC Issuance
2. In External Accounting call
3. Verify whether the function code is passed correctly.
