ACTUAL BEHAVIOR

PQSAU2QU : Auth limit 2 screen Authorize Button does not have validation functionality it lets the authorized transaction also to be authorized 

EXPECTED BEHAVIOR

The Authorize button should allow to authorize only the unauthorized transactions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to PQSAU2Q and check the auth button validation.
2. It will allow to authorize already authorized transaction

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot determine the validation of auth button
