ACTUAL BEHAVIOR

MT111 message generated for marking STOP PAYMENT in PIDSTPAY is not handed off

EXPECTED BEHAVIOR

MT111 message generated for marking STOP PAYMENT in PIDSTPAY should be handed off

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Visit PIDSTPAY screen and mark STOP PAYMENT for authorized instrument.
2. In PISINSVN screen, check status showing as STOPPED
3. But in ALL MESSAGES, MT111 not appearing as MT111 remains in generated status

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot hand off MT111 generated message.

Application changes released to populate node based on branch in MCS maintenance.
