While Creating and Updating an Alert, Error “Message Text Cannot Be Empty” Is Observed (Doc ID 2979810.1)

Symptoms

On : 19.1.0.0.0 version, Production Support

ACTUAL BEHAVIOR
---------------
While creating and updating the alert even after adding the message body, user is getting the error "Message text cannot be empty"

EXPECTED BEHAVIOR
-----------------------
User should be able to create and update the alert without any error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX Application as Admin User
2. System Administrator Dashboard => Communications => Alert Maintenance
3  Create => enter module name, event name, alert type etc.
4. Message settings => Select delivery mode => SMS => enter SMS Message text and attribute mask => save


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user is not able to create and update the alert.

Changes

 No changes done to hardware/product or environment cause this issue.
