ACTUAL BEHAVIOR
---------------
LCDGCLP - System allowing to do settlement more than available claim lodged amount

System is allowing to do claim settlement more than BG amount or available amount if we have done multiple claim lodgments.

Observed: system is allowing to do settlement more than available amount and could see outstanding amount going negative.

EXPECTED BEHAVIOR
-----------------------
system should not allow to do claim settlement more than total BG amount or available amount.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a BG contract in LCDGUON for 10,000 amount.
2. Do a 1st claim lodgment for same BG contract in LCDGCLM for 5,000 amount.
3. Again do a 2nd claim lodgment for same BG contract in LCDGCLM for 6,000 amount.
  (note now total claimed lodged amount is 11,000 more than BG amount 10,000)
4. Do a settlement for 1st BG claim lodgment in LDCGCLP for 5,000 amount.
5. Do a settlement for 2nd BG claim lodgment in LDCGCLP for 6,000 amount.
  (note system doesn't show any errors or overrides and outstanding amount went to -1,000)
