OBTF-LCDGUAMD-BISS stage commission should not fire when user increasing tenor

For Guarantee transaction user created BISS event with commission till expiry date of the contract . When user do Amendment of expiry date extending the expiry date in LCDGUAMD , System automatically calculating BISS stage commission to the new extended expiry date. There is no option for user to waive it or stop system by calculating commission for the extended period during amendment.

EXPECTED BEHAVIOR

System should have the option to waive the BISS commission during extension of expiry date in LCDGUAMD

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch LCDGUAMD screen.
2. Pick any guarantee product with commission set up at BISS level and extend the expiry date

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, There is no option for user to waive it or stop system by calculating commission for the extended period during amendment.
