Payee Photo Is Not Restored on Manage Payee Screen upon Refreshing the Screen When Payee Content Is Configured with IPM (Doc ID 2981215.1)

Symptoms

When Payee content is configured with IPM(Imaging and Process Management) and attempting to view Uploaded photo for Payee, Photo is not restored, 
following error is observed in logs.

ERROR

RuntimeException thrown by a REST service. Returning HTTP status code Internal Server Error
java.lang.NullPointerException
at com.ofss.digx.app.content.service.ContentSystemConstraint.accessCheck(ContentSystemConstraint.java:223)
at com.ofss.digx.app.content.service.ReadContentSystemConstraint.validateConstraints(ReadContentSystemConstraint.java:68)
at com.ofss.fc.framework.domain.constraint.SystemConstraint.isSatisfiedBy(SystemConstraint.java:34)
at com.ofss.digx.app.content.service.Content.read(Content.java:435)
at com.ofss.digx.appx.content.service.Content.read(Content.java:365)


STEPS

The issue can be reproduced at will with the following steps:
1. Log in the application.
2. Navigate to Payments > Manage payee> Edit
3. Click Upload Photo, select a photo and upload, Save.
4. Refresh Page or navigate to other screen and come back on Manage Payee screen to view uploaded photo
