Symptoms

ACTUAL BEHAVIOR
---------------
SI duplication check feature is not working.

Although the same CR accounts and same SI amounts are used in the below contract, the system is successfully saved and authorized without checking duplication.

EXPECTED BEHAVIOR
-----------------------
The expected feature is to show error for duplicated CR accounts and amounts.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a SI for an account with a specific amount.
2. Save and authorize
3. Create another SI for the same CR account and for the same amount
4. Save and authorize and verify whether system is throwing error.
