User is able to change Percentage input on Instruction tab while initiating Outward Guarantee Amendment and Liability Schedule table alignment is improper

EXPECTED BEHAVIOR

Percentage input field should be disabled as it is not amendable field and Schedule table should be displayed properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login the OBDX app
2. Navigate to Trade Finance > Bank Guarantee > Outward Bank Guarantee > Amend Bank Guarantee > Select a Guarantee > Under Instruction Tab
3. Change the percentage to 10 on Liability Schedule section
