Charges not loaded while creating Outward BG.

Charges should be loaded while creating Outward BG

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via corporate user.
2. Navigate to Trade Finance > Bank Guarantee > Outward Bank Guarantee > Initiate Bank Guarantee
3. Fill in details, navigate to charges tab.
