OBBRN- Completed Transaction Is Rejected In Pending Approval Level (Doc ID 2986131.1)

Symptoms

ACTUAL BEHAVIOUR

------------------------------

A completed transaction is available in Pending Approval for Rejection, though actual transaction is completed.

EXPECTED BEHAVIOUR
-----------------------
Completed transaction should not able allowed to reject it in Pending approval queue


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Lets say User X is maker -> submit the transaction
2. User Y,Z are Checker, they both opened the EJ screen in which the submitted transaction is visible to both checkers.
3. Now User Y approves the transaction, after that lock table entry deleted..(Still User Z EJ screen is open which shows same transaction)
4. Same time User X opened the transaction in sentback level, and completed the transaction.
5. Now User Z opened the transaction(data inserted into lock table) and marked the transaction as rejected which is issue.
