ACTUAL BEHAVIOR
---------------
User have issued three BC through Multi BC Screen.
2 sequences having failure response from OBPM and 1 sequence was in success and OBPM Entries also posted for that sequence.
On 2nd submit at third level, system not allowing to complete the transaction by showing popup "Transaction is in Pending Status waiting for notification from payments system" and on discard operation, overall transaction is getting discarded.

This is resulting in :
- Outstanding amount in bridge GL during OBPM Entries
- Inventory is also being wasted due to this issue. i.e. 1 sequence that is successfully completed is marked as used in system but not available to be printed physically.

EXPECTED BEHAVIOR

 Multi BC transaction discard should work without any impact in accounting/ inventory

STEPS
---------------
1. Perform Multi BC Issuance operation
2. Lets say, 3 BC's Issued, In that 1 got success response from OBPM, other 2 got failure response
3. User is not able to submit the transaction, getting error as "Transaction is in Pending Status waiting for notification from payments system."
4. Now discard the transaction
5. Verify the transaction status and also accounting entries posted
