Symptoms

On : 12.0.3 version, Production Support-SET

In function ID ICDREDMN,  Unable to close Term Deposit Account with redemption as the TD account have zero balance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 Open a zero balance TD account in STDCUSTD
2. Go to ICDREDMN and user should be able to close the account.
