For SWITCH Transactions In Table Swtb_Txn_Log For The Fiileds DB_IN_TIME And DB_OUT_TIME The Time Format Is 12HRs but Missing AM or PM (Doc ID 2991180.1)

Symptoms

ACTUAL BEHAVIOR
---------------

In SWTB_TXN_LOG table, DB_IN_TIME and DB_OUT_TIME is logged in 12 hours format without AM/PM indicator. Since the field is a varchar2 field it is becoming difficult to find the exact time of the transactions and analysis and reporting is becoming difficult.

EXPECTED BEHAVIOR
-----------------------
Time should get logged in these fields in 24 hours format.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Post a switch transaction on Flexcube and check the DB_IN_TIME and DB_OUT_TIME in SWTB_TXN_LOG.

The issue has the following business impact:
Due to this issue, it is becoming difficult to find the exact time of the transactions and issue analysis and and reporting is becoming difficult.
