Symptoms

Actual Behavior
---------------
During upload of a security instruction, the upload is failing with error ORA-06502: PL/SQL: numeric or value error: character string buffer too small

Expected behavior
-------------------
Security instrument upload should be successful.

Simulation Steps
-----------------------
1. Upload a SE instruction.
2. Verify the status.

Analysis:
--------------
1. The upload data is same in working environment and Production environment where we are doing migration now.
2. Output for the following query in both environment is provided below.
select global.get_nls_dt_format from dual;

Working environment output: DD-MON-RR
Production environment: DD-MON-RRRR

Since the format is coming as RRRR in production environment, the upload is failing.
