FCY TD With LCY Offset Account Should Not Be Allowed For Insufficient Balance

ACTUAL BEHAVIOR
---------------------------
When attempting to book a LCY TD account with LCY Offset account, validation for available balance goes through fine and throws -"ST-CUS101" error.
But when tried to book FCY TD account with LCY Offset account, then system doesn't validate the balance and able to create TD account with negative balance in offset account.
EXPECTED BEHAVIOR

User should not be able to book FCY TD account with LCY Offset account with -ve balance in offset account.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go to STDCUSAC
2. Book FCY TD account with LCY Offset account with -ve balance in offset account.
