Values are not populating in 'User Type' dropdown on user limits screen for admin user.
EXPECTED BEHAVIOR

Values should be populated in 'User Type' dropdown on user limits screen for admin user.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Admin
2. From Dashboard navigate to limits.
3. Go to user limits page.
4. On user limits screen click on 'User Type' dropdown. It is disabled and values are not getting populated.
