Symptoms
In OBTF, in Export LC transfer, OBRH call fails.
ERROR

Unable to Process Charge Simulation Request.
OBRH Fail- Exception in Providing Obrh Request. Check Request Audit.
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to application.
2. Go to ' Export LC Transfer.'
3. Input Export LC Reference Number.
