After patchset deployment of 14.5.0.9.0 the Plato server is not starting.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Deploy patchset 14.5.0.9.0.
2. Restart plato server.
3. Plato config service not getting started.
