OBBRN Teller Workflow from 3 step process to 2 step process

Right now the flow is maker-checker-maker but we need to implement the 2 step process (maker-checker).

Please let us know how to do it.

We have maintained the value as Y in the FINISHTXN_ON_APP parameter in the SRV_TM_BC_PARAM_DTLS table. And we did a whole server restart but still we are going through with the 3 step process.
