Symptoms

OBP14.5.0.0 --- On modifying data in SSDUSRDF, cotm_user_details table is not populating properly.

Observation
1.Data for the newly added record is not populating in the respective entity.
i.e in cotm_user_details table record for ANANT02 is not available in EG entity. Due to which we are unable to create user roles and access in EG Entity.

2.When user is created for the first time with all entities in SSDUSRDF screen , we are able to view user details in cotm_user_details screen from all entities.
3. We are able to create user in other entities and able to login
When user is created with single entity -saved and Authorized in both SSDUSRDF and SMDUSRDF screen

EXPECTED BEHAVIOR
-----------------------
When existing user is modified and new entity is added, data should populate in added entity

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create user with single entity -save and Authorizein both SSDUSRDF and SMDUSRDF screen.--Create ANANT02 user for AE Entity
2. Unlock the user in SSDuUSRDF screen and add one more entity to the user(Save and Authorize). --Unlock ANANT02 user and add EG Entity
