Symptoms

ACTUAL BEHAVIOR
When user tries to build the channel by adding 'Arabic' files, it fails. User is able to build the channel successfully without 'Arabic' files.

EXPECTED BEHAVIOR
Channel build should not fail upon adding 'Arabic' files

STEPS
The issue can be reproduced at will with the following steps:
1. Try to build channel folder after adding 'Arabic' files
2. Build fails

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot build the channel folder.
