Issue with blackout transaction maintenance

Symptoms
On : 19.1.0.0.0 version, Implementation Support
When attempting to create transaction blackout the following error occurs.
,the following error occurs.
ERROR
"System cannot process the request currently. Please try later."
STEPS
The issue can be reproduced at will with the following steps:
1. Login to OBDX Application as a Admin user
2. Open toggle menu and navigate to Controls and Monitoring > Transaction Blackout
3. click a confirm button,Error as mentioned above is noted
4. Login to OBDX Application as a Retail user
5. Create transaction for Retail user and make payment on 'Payments' screen
6. click a confirm button,Error as mentioned above is noted
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot create transaction-blackout.
Changes
No changes done to hardware/product or environment cause this issue.
