"User is not mapped to the File Upload Identifier." Error Is Displayed for File Upload

Symptoms
When attempting to upload file for any file identifier, following error occurs.
ERROR ON SCREEN

User is not mapped to the File Upload Identifier.
STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator.
2. Navigate to User File Identifier Mapping. Select a user and select "Sensitive Data Check" box for file identifier.
3. Login via user whom the identifier is mapped and try to upload the file.
