PIDINSIS - System Does Not Allow Transactions With Cover Account (Sweep Transactions)

Symptoms
When an Instrument issue transaction is initiated with a Sweep Account (in which the primary account has no balance and the cover account has a balance), the system does not allow posting the transaction getting the below messages:
ERROR
-----------------------
CA-ECA05-Failed in account balance validation for account <
CA-ECA49-Block amount <
ECA Verification failed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate the transaction with the account having no balance but cover the account having a balance.
2. Verify whether system is deducting amount from the cover account.
