Repair is not successful

Repair should be successful after required changes are done.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. upload pain008 and it goes to repair queue with error code PA-TXP-110
2. user tries to repair from repair queue, system throw repair not allowed error.
