On authorization of liquidation event of a bill following error is occuring on production
"Amount to be decreased is greater than the utilized amount".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. A purchasing Bill is booked on final stage i.e. INIT is triggered.
2. Then on unlock operation is changed from COL to DIS by attaching a facility 100%. BDIS is triggered.
3. Then on amendment facility contribution is changed to 10% and another facility is attached with 90% contribution.
4. Then LDIS is triggered , while authorizing this event system is giving this error.
5. Although utilization data seems to be fine.
