Symptoms

ACTUAL BEHAVIOR
---------------
Modification to payee access type is not saved.

EXPECTED BEHAVIOR
-----------------------
When payee access type is modified it should be saved.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via user.
2. Navigate to Payments > Setups > Manage Payees
3. Select Payee > Edit > Change Payee Access Type from PRIVATE to PUBLIC or vice versa
4. Navigate to Manage Payees. Select the payee whose access type was changed in step 3.
5. Note the access type it will not be changed.
