Outbound Payments From Online On A Currency Holiday Do Not Behave The Same As Manual Payments (Doc ID 3004940.1)

On : 14.5.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Outbound payments from online on a currency holiday do not behave the same as manual payments

Outbound foreign currency payments instructed online are not held in the Warehouse Queue the same as manual foreign currency payments do on a currency holiday.
Online Payments instructed on a currency holiday process through Flexcube, debiting the client and crediting nostro on the booking date but with a Value Date +1.
The payment message is then sent to our correspondent on booking date with VD+1.
Whereas manual payments on a currency holiday are held in the Warehouse Queue (PQSFUVAQ) and are not processed until next working day. No entries are passed until the next currency working day.

We have an example where currency holiday for EURO was on 9th of November.
Business think that MANUAL and ONLINE payment should behave the same way and be held in the Warehouse Queue, then process on the next working day for the currency.

EXPECTED BEHAVIOR

Bank would expect both online and manual payments to be held in the Warehouse Queue and processed next currency working day.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On a ccy holiday do a online transaction for that specific ccy.
2. Also do a online transaciton
3. Verify if there is any difference in behaviour.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, transaction is not held in warehouse queue and getting processed on ccy holiday.
