Error 'System Cannot' Appears on User and Party Resource Access Screens When Searching for User Id (Doc ID 3005562.1)

Symptoms

When attempting to search user id in user resource access and party resource access screens, following error occurs.

ERROR

System cannot process the request currently. please try later

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator

2. Navigate to access management > party resource access

3. Fill the party id details and perform search

4. Please check that system cannot process the request currently. please try later error is displayed.

5. Similar issue occurs on the user resource access screen as well.

6. Navigate to access management > user resource access

7. Fill the party id details and choose one user

8. Please check that system cannot process the request currently. please try later error is displayed
