User list is empty for "Copy Mapping from user" field on user account access screen in Group Corporate Onboarding (GCIF).

EXPECTED BEHAVIOR

User list should be populated for "Copy Mapping from user" field on user account access in GCIF.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator.
2. Navigate to Group corporate onboarding> User Account Access
3. Make sure that at least one user is mapped.
4. Search for user whom mapping needs to be performed.
5. Select the "Copy Mapping from user" drop down list, list is empty.
