Symptoms

ACTUAL BEHAVIOR
---------------
Tellers are unable to unlock transactions sent back to their queues when it is locked. These transactions do not show in the Reassign Screen to enable the tellers unlock this transaction.

EXPECTED BEHAVIOR

Tellers should be able to unlock transactions sent back to their queues when it is locked.
