ACTUAL BEHAVIOR

OBP Auto Jobs (PMSAJBPR) not updating JOB_EXEC_STATUS and not running.
The job executes and Next Execution Date is updated, but the JOB_EXEC_STATUS in PMTB_JOB_RUN_MASTER stays in 'P' (Pending) status.
On further analysis, we could observe ACTIVE DB sessions from application that are trying to Update table PMTB_JOB_RUN_MASTER but are blocked by another INACTIVE session. Since the blocking session is inactive, we are unable to identify the last run sql. We can see the table PMZB_JOB_RUN_MASTER is locked in gv$locked_objects table as well.
