Migration Not Working And Unable To Generate Dump Online/Offline. (Doc ID 3006253.1)

Symptoms

On Ofsaa 8.0.6 Online Offline migration not working and unable to generate dump.

When attempting to Object Migration import fails, and we can see the below errors in the log files.

See the following error:

Exception occured java.net.ConnectException: Connection refused (Connection refused)
