When attempting to perform repeat transfer with Transfer via intermediary bank selected for International payee,
following error occurs.

System cannot process the request currently. Please try later.

The issue can be reproduced at will with the following steps:
1. Login to application
2. Navigate to Payments-->Setups-->Repeat transfer
3. Select international Payee, Select 'Yes' for transfer via Intermediary bank, confirm
