'My Initiated List' and 'Request User Report Review' Screen Show Different times than System Configuration Time Zone.

EXPECTED BEHAVIOR
-----------------------
'My Initiated List' and 'Request User Report Review' Screen should be in sync with System Configuration Time Zone.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to application ->Go to generate report -> Generate the report
2. Go to My initiated List -> Check Date
3. Go to Request user report review screen -> Check Date -> Both are different and are not in sync with system timezone.
