ACTUAL BEHAVIOR
---------------
Incoming SDD, unable to cancel from Sanction screen

System does not allow to cancel from screen

EXPECTED BEHAVIOR
-----------------------
System should allow to cancel from screen

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Uploaded one incoming SDD, transaction went to Sanction queue,
2. Uploaded Reject response from external system.
3. Trying to Cancel from sanction screen
