Symptoms
While creating goal, below error is observed.

"Frequncy Of Contribution" dropdown is blank
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with Retail user
2. Navigate to PFM->Create goal
3. Enter all details.
4. Tick on "Setup Schedule for contribution"
5. Click on "Frequency of contribution" drop down.
6. Lables are missing for frequency. (Except Quarterly)

Due to this issue, user is not able to view Frequency
