Even though the transaction is initiated within the network cut off time, it still moves to network cut off queue
EXPECTED BEHAVIOR

When the transaction is initiated within the network cut off time, it should get processed
STEPS

The issue can be reproduced with the following steps:
1. Initiate an Inbound Cross border MX transaction within the network cutoff time
2. Check the Network Cut off Queue
