GEDFACLT- Facility Level Commitment Fee Reversal Is Not reversing Full Accurals (Doc ID 3029639.1)

ACTUAL BEHAVIOR
---------------
GEDFACLT- Facility level commitment fee reversal is not working as expected

We have created a facility with commitment fee set up using Facility class. Fee is accruing as expected, and the schedules and amount due is properly shown.

however, when the user tries to update the Rate to 0 from the line start date (original fee effective date), the system only reverses the current running accruals, instead of reversing all accruals which are not yet paid.



EXPECTED BEHAVIOR

System should reverse all accruals which are not yet paid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. create a Fee rule in GEDRULES
2. LINK the rule to Fee Class GEDCLSMT and maintain reqd fee class set up
3. Create a facility and link the fee class, and provide fee preferences like fee start date, UDE effective date, Rate and liquidation preferences (fee liqd manual)
4. Run EODs until system moves beyond the first schedule due date, and starts accruing fee for the next schedule.. NO payments made
5. Amend the Facility and set the Rate as 0 (without changing any other parameters)
6. Run EOD
7. System reverses the accruals only for the second schedule (current schedule), the first schedule amount remains outstanding.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot find the first schedule reversal
