OBPM | Getting Response empty while issuing duplicate instrument number
While issuing duplicate instrument number getting Response empty issue .

EXPECTED BEHAVIOR
----------------------------------
Response should not be empty.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Pick the transaction for issuing duplicate instrument number from PISINSVW screen
2. After that input duplicate instrument number
3.Click on populate charges button then it will throw response empty issue

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot issue duplicate instrument number.

 Fix provided to provide response on duplicate instrument number.
