OBTFPM - Refer Stage List Of Values Are Not Present In Bank Guarantee Data Enrichment (Doc ID 3037030.1)

Symptoms

ACTUAL BEHAVIOR
---------------
OBTFPM: Refer stage list of values are not present in Bank Guarantee Data Enrichment

During the testing of Bank Guarantee issuance, User has encountered an issue with the "Refer" scenario.
When clicked on the "Refer" button in the Data Enrichment stage, the "Refer" screen displayed the following fields:

 - Reason code
 - Refer Stage
 - Remarks

While this setup seems correct, it is noticed that when entered the reason code and clicked on the "Refer Stage" field, the list of values (LOV) was blank.


EXPECTED BEHAVIOR
-----------------------
Refer Stage LOV should display proper values and should not be blank


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OBTFPM.
2. Go to Guarantee Issuance Islamic DataEnrichment screen and refer.
3. Click on dropdown in the refer stage.
4. No values present in the dropdown


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot choose a stage to refer in the dropdown of Refer section
