On : 14.7.0.2.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
ELCM/cannot authorize liability link GEDCULIK

User did closure on Save in screen GEDCULIK, but cannot authorize due to the error message below:
GE-EXT-005-1; GE-EXT-005-2; GE-EXT-005-3;

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to close the record in GEDCULIK screen.
2. And authorize the same.
System throws an error.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users can't able to authorize the liability link.

Changes

 Fix :- Fix provided to restrict closure of liability if there is an unauthorized linkage exists.
