USSAR-8125 Whenever A Document Is Uploaded With More Than 1MB The Error Message Is Not Correct (Doc ID 3038106.1)

Symptoms

In CRR USSAR report, under Document tab Attach a document with size greater than 1 MB. UI shows wrong error message

Steps to Reproduce:

1. Login to USSAR report
2. Open a report and Navigate to Document tab
3. Attach a document with size greater 1 MB or greater than the configured size in configuration table where paramname ='DOCUMENT_MAX_SIZE'

Actual: it shows error pop up saying
"One or more of the documents being uploaded exceeds the 0 MB maximum files size permitted. Please remove the document(s) and try again."

Expected: it should give a message to user what is the max size that is allowed
