LCDGCLP save and auth - Loan is not generated for claim payment

ERROR
-----------------------
Fixed Rate Type is NULL for Fixed Rate LF-INT-004

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to LCDGCLP, press New and input claim payment details and tick "Loan for claim settlement "
2.press Loan preference Tab and delete the facility
3.Press save and authorized.
4.Go to IFDLMNPC and check loan origination

BUSINESS IMPACT

Due to this issue, users cannot generate the loan for claim payment.
