ACTUAL BEHAVIOR
---------------
BC issue date is 31-Dec-25 at the issue transaction.
While trying Enquiry on BC Operation screen , Issue Date is is wrongly showing as 31-Dec-26 at the Enquiry on BC operation screen. When payment transaction is tried to make with that instrument number , the error (RM-TX-PM-03: Failed in payment system) is thrown.
EXPECTED BEHAVIOR

Issue date should be proper when the BC issue is initiated from OBBRN.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Issue a BC from OBBRN
2. Verify the issue date for the BC
