 MAND-106 error



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Take Closed LC with OS Liability as 0
2. Click on Reopen
3. Save
4. MAND-106 error appears

Due to this issue, users cannot reopen a LC
