Symptoms
ACTUAL BEHAVIOR

XPDPMNT: cannot authorize
When we try to authorize, the authorize button is disable however the user have right.
the Event Seq no is number 10 but from front-end only show until 9.
EXPECTED BEHAVIOR

Expense Payment should be Authorized
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book Expense Payment using XPDPMNT
2. Authorize the Payment
3. User is unable to find Payment Seq no 10 or greater
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Authorize the Payment
